only the logged in user can view a block in their profile

i want to add a block to the profile page, but only want the admin and the logged in user to be able to view it. it has private info just for each particular user.

this information could always be kept within the edit profile dialog, where owners and admins have access to it. As far as displaying it on the page for only admin and owner to see I'd have to do some playing around...
