Ordering issues

I have a user having issues with positioning multiple content areas on a page. When she goes into reposition mode, she can't drag and drop. The browser hightlights the text instead.

It works fine for me on my PC, so I suggested that she upgrade her browsers. Are there known issues with this feature?
