Page creation error

Hi
why would a registered user when clicking on new page to create get 404 error page not found. The link that the registered user clicks on to create the page is index.php/ccm/system/page/create/11

All permissions are in place for the registered user to create the page. Version 5.7.3.1

I give up on permissions for 5.7 as nothing seems to work for me. If anyone has an example site where users have their own permission group and it actually works can they please share the details on set up.

I even try to set a page where not visible in sitemap but this does not work either
