Page list "by sitemap order" show wrong order of the nested tree

I understand this is "flat" but i want to show my page list flat tree by its order.
Example:
1. Home
2. About
--- 2.1. (nested) Who we are
--- 2.2. (nested) Our services
3. Contact

Add Pagelist block --> order "by sitemap orde" --> get other order.
If so whats is "sitemap order" option?

I would suggest you use the autonav block instead of the pagelist block for this situation. Because you will not be able to (easily) get this layout with the page list, unless you loop each level and nest page lists.
