Page Types: make a change but apply to all children

So I am using one page type (Right Side bar), originally I had a certain block order of my right side bar and then realized I wanted to change the order of some blocks. I went to the page type, made this order of block change and then published my changes. The changes did not get applied to my existing pages with that page type. How do I get my current pages with that page type reflect the change I just made, I checked the "Setup on Children" and all my pages are selected. Any help would be most appreciated.
This is completely horrible the way this Page Type works, its like you have to know exactly how you want your page to be set up forever without ever changing it. I have a client who always requesting for me to move things or change the font size and doing that in the Page Type does not trickle down to the pages that have this page type, that is not a good system. Am I missing something
So I think the only solution that I can come up with is just use Stacks instead of blocks for Page Types, editing Stacks will trickle to down on whatever page its on, thought blocks would do the same, still new to all this.
That's the way I normally do it - build stacks with all blocks that are part of the "template" (one for nav, one for the slideshow, etc.), and then use those stacks on the page type.

I just tried this to see if I could help you somehow, and I just came to the conclusion that changes in block order on the page type don't propagate to individual pages.
I don't know if this is a bug or a feature, but I could not get it to work. You can either delete those blocks and create them again in the right order in the page type or move them in the individual pages.
It would be cool if someone from the core team could explain this.
