Pb with login as another user

Hi,
I've set up a user groupd to which I've assigned "access sitemap, sign in as user and change content" tasks , but when I try to login with this user credentials I stay on the login page and nothing happens .... I can see the login attempts in the dashboard though ...
Is the login page the same as the super admin login page or is there another way to login maybe , what am I doing wrong ?
What I am trying to do is give access to a user and only want to give them access to change the content, no dashboard ... many thanks

See the screenshot I attached for a visual - the key is to "Show System Pages" from the sitemap. Then you'll be able to access the dashboard permissions.
