Permissions seems not to be working at all

I'm trying to make a single page accessible for tech support at my hosting company so they can try to nail down a Litespeed error in the editing of that page.
So I set up a group called "Test" and made an account in that group for tech support. I've checked "Test" under Edit Access on the sitewide settings page. I've gone page by page through the sitemap, making sure that "Test" can only edit the one page I want to give them access to.
Then, when I log in using the account set up under "Test," nothing happens. I go to the proper page, and there's no admin bar. I refresh, and nothing shows up. What am I forgetting to do here?

Nope. I set up advanced permissions, then went page by page through the site. All the permissions SEEM to be set up correctly. The problem is, I can't test them, because when I log in with the "Test" account, nothing happens. The log-in doesn't fail, it just doesn't allow anything. There's no admin bar, so I can't even attempt to edit something. This despite the fact that the "Test" group has full permissions on that page. I'm flummoxed.
I downloaded c5 5.4.2.1. and I can't get any pages to edit at all when I log in. There is no dash at the top of the page. I also need some help here
I just went through this checking one of my sites with IE9... it appeared as if I wasn't logged in. Refreshing the browser cleared up the problem (it seemed like the browser had cached the original page view) and the edit tool bar appeared. Very frustrating, as I have not had this issue in other browsers.

I played and played with lots of settings and the dashboard finally was there. Exactly what it was I don't know and when this usely happens, it seems to come back to haunt me. I have tried to fix this problem with three different computers over the last 3 or 4 days so I'm sure the refreshing wasn't the problem. What does IE9 mean?

IE9 (Internet Explorer version 9, browser) is what I had problems with. My edit bar shows up using Chrome, Mozilla FireFox, Safari, etc. but seemed to be stubborn when using the Microsoft browser. I had tried changing security levels etc. on the IE browser, but in the end everything showed up fine when I refreshed the browser cache. Once again, my perceived Concrete issue was actually caused by something else :~(
