permissions to change block content, but not delete it

i want to make an image block that the user can change the image, but not delete the block.
I'm guessing you'll want to set this up from page type defaults?? You will want to click on the block on the page type defaults page and click set permissions. Allow whatever users/groups etc you'd like to grant access to, permission to "view block" and "edit block" !!
I gave the group edit permissions, but they are still able to deletse the block. I only want them to be able to change the picture or content
click on "add to main" or whatever area applies and check the permissions. I believe it's in there where they are getting access to delete the block from...
