My greetings!. By the way, I have read an article concerning this issue. It says, that
<a href=http://tagcamp.org/content-delivery-network-best-way-as-the-distributed-global-network/>cheapest cdn</a>
is far better than conventional web-hosting.
I want to find out how reliable these systems are?

You're comparing apple and oranges. Given that, some modern CDN, does do "a little more" than just static content: Akamai (EdgeSuite/ESI), Fastly (ESI), AWS Cloudfront (Lambda@Edge), and etc; you can't compare Traditional Hosting to CDN. This is why CDN is traditionally use like an add-on to your site.

Most CDN Providers guarantee 99.9% up and reliable. This is because most are simply server to cache and deliver cached content. CDN are good for site with heavy traffic or large globally reached audiences. And like an add-on, it can be apply to your site at any time. Don't worry about CDN until your site really need it.
