pop up on main page using external js script

Let me start by saying that I know enough about php to break it :)
I am trying to add in this:
basically so that those who visit the site will be graced with a pop up about ACTA and the rest of that global snooping agreements. If I can get it to work on the main page, eventually as time progresses I will change it to pop up about donating to the nonprofit I work for. The theme on the site currently is Urban Artist.
