private admin couldn't add a block to a page

hi
at first tests with concrete5.6 i setup a website with a subpage 'privates'. To administrate that subpage by an employee i put this employee in a group 'private-admins' to get him a admin of that subpage.
But all combinations of rights for that subpage i tested didn't allow the *private-admin* to put new blocks on the subpage.
If he clicks at the free space to add new blocks he only sees two entries *add Layout* and *Design*
what's wrong?

I'd double-check and triplecheck the permissions all the way through the page / area etc flow. If that all checks out I'd then check the page template to make sure the relevant area doesn't have a block limit set on it.

just for an hour i solved that problem. blockheaded! I didn't know and don't think that block areas have there own permissions and not linked with page permissions.
