Problem when saving custom CSS to Entire site, I can only save to this page!!

When i save my custom CSS i have the option to save either to this page only or save to entire site, and when i click entire site my whole website wont take the custom CSS and it wont even save to the page I'm working on. I can only click to this page and then go back copy and paste it to every web page i have.
