Problem with image in download_file/view_inline

I attempted to upgrade my website and, long story short, it was really messed up and restoring from the backup didn't fully make it correct. You can add new data, but not edit anything.
I figured I would just recreate the site (even though it is large) and would edit each block on the old site, cut and paste the html from the content block into the content block (html) on the new site.
I copied all of the files/sub directories in /files (images) from the old site to the new.
When I added the content into the new site the images appeared ok in each block (and when you looked at it without editing it). When I flipped the two sites (old site live) the images were not appearing. When I looked at each block the images had links like: /index.php/download_file/view_inline/38/
When I flipped the sites back (new site not live) and put in the full url ofhttp://www.carolinestreetptso.org/index.php/download_file/view_inli... the image is there.
The directory download_file does not exist in the root directory of the website, so I am not sure where it is pulling this from.
I do not want to download and then have to upload all of the images on the new version of the website. If there is a way to find out where C5 is pulling these images from and copy that directory to the new site that would be the way I would like to go.
Any ideas?
