I get this error:

this sounds like a bad upgrade.
make sure all files were uploaded correctly,
I had the same problem with a site that I upgraded manually by copying new concrete folder over the old one.
The solution was to delete the whole concrete/ folder and copy new one from the 5.4.1 installation zip-file.
