Providing Access to File Sets??

I would like to allow a group to create and manage their own file sets, but I can't for the life of me figure out how. In File Manager -> Access, I set permissions to allow the group to search, edit, admin "mine", but how do I allow them to actually see the file manager?
I guess I'm missing something fundamental about access and permissions.

Ok, so I was expecting a toolbar to appear after a user in the group logged in, but I learned that I just have to type in the URL to the file set page. So now a user in the group I configured for file set access only can actually get to the page.
However, there's still something I just don't understand. I thought I had the permissions configured so that a user in that group could modify only their own stuff, but it seems they can modify the file sets of other users in the same group. Am I mistaken in thinking that when a user in that group creates a file set that the file set "belongs" to them? Or does it belong to the group? What I want is the former - not latter.
So my basic question still remains. How can I configure C5 permissions such that file sets created by a user in a group can be edited only by that user?
If I can work this issue out, I just might be on my way.

at the dashboard->sitemap display system pages. you should then be able to set permission for various groups to the file manager page.

No, unfortunately not. I had to put this on the back burner for a while. I just haven't had the time to delve deeper into the file manager yet. My goal is to allow each user to manage their "own" file sets - i.e. basically allow each user control over their own "gallery" of files. I still don't know if this is possible with C5 out of the box. If you learn anything, please post back.

Granted, users have restricted access, but that doesn't apply to everything in there.

But if a user has access set to the file manager, without access to its page having been set in the sitemap, they just get re-directed to the log-in page from the link - they log-in again and it just cycles round as described here above. Furthermore, I've not found a way to allow access to any of the file manager pages independently of the dashboard because they inherit permissions from the parent - the dashboard, so you have to set access there.
If I've mis-understood something, it wouldn't be for the first time, but there would appear to be some sort of anomaly with respect to file manager access.

Update for 5.4.1.1 (I hope)
Use the new 'include file manager to edit bar' function from the dashboard, Sitewide settings, Editing Preferences.
Then add your user or group and make sure they have the right permissions to access the Sitemap and the File Manager.
Go to the Dashboard, in the Sitemap Page, under the Access tab and add the necessary permissions.
Add your user or group, don't worry about 'Access Sitemap and Page Search', just say yes. then save....
The same goes for the File Manager: Dashboard File Manager Access tab...
Add your user or group, tick want you want to allow and save.

Thanks for the instructions, except it doesn't really make sense to me. I'm guessing some of the menu items have been renamed or moved since you posted your answer. I am using ver 5.5.2.1
When you say "Sitewide settings" I assume you mean "System & Settings", but when you say "Editing Preferences" the only thing that comes close to that label is "Interface Preferences" and I don't think that's what you mean because the only options in there are "Quick Nav Behaviour" and "Background Image".
Also when you say "make sure they have the right permissions to access Sitemap and File Manager" I am already lost because I'm not sure how to grant those permissions.
Has anybody done this in version 5.5? And when I say this, I mean, granting a group permission to upload files but nothing else.

So much has changed since this old thread was active that it might be wise to post your question in a new thread.
I considered that but I thought that the people involved in this old thread might have some experience with this.
I really need a good overview/primer or something. I've read the docs, but I'm still lost.
