Publish All?

I have created a few pages for my primarily static site.

Because many of these pages link to each other, it makes more sense to create the pages and make the URLs work first, then publish them all at once—not create a page, publish it, create another page, publish it, go back to the first page, insert a text link, etc.

However, there is no obvious way in Concrete 5 to do that. That is, I can't create the basic structure of the site in the editor (simple as it may be), save changes until I am ready to publish all, and then publish all pages at once. It seems like there is only publish-one-page-at-a-time, which seems ludicrous, so I must have missed something.

I believe you are correct in saying C5 does not allow you to approve multiple pages at once although you can create the basic structure without content first – just use ‘Save’ rather than ‘Publish’ to create the pages without approving them, then you can link to them before populating the content.

You’ll still have to go back through each one to individually approve them however.
