Remove area "Add to..."

I'd like to be able to remove the "Add to..." of a specific area for everyone except admins. I know how to set permissions on blocks, but I would only like for admins to be able to add to the Header area.

Is this possible?

turn on advanced permissions and change who can add what to each block area
