When replace an image a new url is created to the new image
HOW can I KEEP the same url

Why do you need to keep the same url? All blocks should generate it from fID, so it should automatically update.
@goutnet currently has an addon 'image hosting' under review by the prb that, amongst other things, facilitates hosting an image on one site for display on another site (or the same sit), so necessarily provides fixed urls for images.
Once approved,it will be at this link
