resized images in image and content blocks not showing up

I'm starting to get frustrated.
I have several images that I'm trying to show on various pages, and any sort of resizing prevents them - and the blocks they're in - from showing up. This is using the image and content blocks. Images mostly show fine (though cropped) if I don't set a maximum size (image block) or re-size them (content block). In some cases, other blocks on the page disappear as well.
This behavior is consistent across two themes (Paper board and Urban Artist) and Internet Explorer and Firefox. I've browsed the forums and tried various things such as changing the files directory permissions from 755 to 777.
