Responsive Text w Background image : How to ?

Hello,

I try to get this feature I see in many modern responsive websites : a text block over a full width image that turns into 2 blocks in responsive mode. (plz see attachment)
I've tried with layouts with no success and search for addons, but was a bit lost into this long list.
