Rows in a layout will not delete DAMN THEM

Has anyone else had this issue.
I added a layout (4 rows 1 column).
I have worked in the content and realise I only need 3 rows and I have a Tabbing plugin that tabs based on the number of rows so I need to delete the unused rows.
I can't delete the row no matter how I try by editing the layout and saving. I have removing the tabbing plugin so all the layout contains is 3 content blocks. Nada.
I dont want to have to move out the content, delete the layout and then reinsert the process because I want to get to the bottom of the bug as my client will need to do this possibly and I want to be sure I fix the error.
In the short term if there is no fix can I edit this property in the database? If so where please.

I have a similar problem but to add rows. It seems that once the layout is set, I can add or remove row.

My client is facing the same issue this morning. Trying to change the number of rows in a layout from 9 to 12. Nothing happens.
I found that if I create a new layout with the proper amount of rows I need and move the old content into the new layout the edit layout command works as expected. Perhaps there has been a slight change in the layout code between C5 versions that accounts for this issue.
