Save Site Name does not update

For some reason, when I change my site name in the site wide settings, and then click save site name, and then go back out to the site, the NAME in the title bar still says the same name I used when I installed and first logged in to the site. It never seems to update, and I cant figure out how to edit it. Can anyone replicate or tell me how to fix this issue?

What Theme are you using? Not all themes are built with the ability to change the site name? You should take a look into your theme's header.php file and see what you find.
Thanks. Actually, that would work too, but then I realized I needed to look in the scrap book for the variable. I was originally trying to change the site name in the settings->site name field. Which changes the sitename in the copyright tag at the bottom only it seems.
