I don't know anything about your experience but if you're familiar with single pages, mvc, php, oop it isn't a huge thing but still not done in five minutes.

However, there's no way to build something like this as an add-on (package). I therefore suggest you talk to the core team before you start building something and try to integrate it into the official distribution.

Starting your own fork on github is probably a good way to get into it. Once you've made the changes you can even submit them as a pull request.
