Scrapbook access error

Hello everyone. I have been having a problem accessing the Scrapbook in the Dashboard. I keep getting an error that reads: Fatal error: Call to a member function getBlockTypeHandle() on a non-object in /home3/jkellyre/public_html/concrete/libraries/block_view_template.php on line 41. Anyone know what may be causing this and how it can be fixed?
