Scrapbook - Am I Missing Something?

I've only been a Concrete5 User for about a week, but there is one thing that is baffling me that I just can't seem to find the answer to.
I have two page types that need to share a block that should be updatable in one place, so I create that block, then copy to the scrapbook. I go to the second page type and add that in, and copy to all other pages with that second page type.
So far so good.
Now when I want to go to edit that, I thought I could go to the scrapbook, but apparently it didn't copy it to the global scrapbook, just the scrapbook.
So I go to edit it on the main page, and it doesn't show up on the other pages. There are two entries, one with the old and one with the new, in the btContentLocal table in the database, which seems to me to go against the idea of something that is global.
Then I figure maybe I'll just test out editing the block on a page and see if that goes ahead and changes the rest of the blocks for that page type, and it again created another version in the btContentLocal table.
It seems like every attempt I make at creating something that is editable and shows up on every page creates this spaghetti-like mess of copies and false starts and this and that. Obviously something like this is crucial for an actual CMS to be used for sites, and it seems like a lot of people have gotten it to work. Am I missing some step here? Any help would be appreciated greatly.

there could probably be a better explanation of the difference between these two types of scrapbooks while editing. In this upcoming minor release of concrete there is the new ability to create multiple Global scrapbooks, but their behavior is still different from the copy and paste nature of the "Personal" scrapbooks (well put Glyn).

The global scrapbook seems to be working at least for now. I think my problem was I was following Franz's video tutorial on Vimeo:

Go to the Global Scrapbook via the Dashboard and create the content block and then place it where you need it. You then update it from the Global Scrapbook entry and it updates everywhere.
The Scrapbook (non global) really just offers a way to copy and paste.
