Setting permissions for area outside of main section

I have worked out how to set permissions on the areas and blocks contained in the <main> tag on a page.
My question is how can I set permissions for areas and blocks outside of the <main> section. I am meaning the header and footer areas. I want to stop users from being able to edit blocks in those areas.
There is no option on any context menu for any area or block outside of the <main> section.

Thanks for that information. Unfortunately when I go to Dashboard > Stacks & Blocks > Stacks > all I see is "No stacks have been added". There is no View Stacks Button?

I believe you are looking for global area stack permissions.
Dashboard > Stacks & Blocks > Stacks > View Stacks button > View Global Areas
On the View Global Areas page, select a global area. After selecting a global area, you have the ability to set stack permissions and per block permissions.
