I have two sets of user groups, Admins and Editors. The Admin uploaded photos and created a file set that is used in my site's header image block. The Editor group would like to be able to add and remove photos from this set, but when they try to they don't see any of the photos that the admin uploaded in the file set.

Is there anyway these two groups can share file management and see/share the photos each other added to a file set?
