Site in headings won't show all utf-8 characters

If, in heading 1 or heading 2, there are letters like š,č,ć they won't be shown. There is meta tag for utf-8 but for some reason none of all headings on every page do not display š,č,ć. I have tried adding my own meta tag, adding html character encoding (& # 353; for š, without spaces) without success. Paragraphs do not have this problem.
Any help will be apreciated.
