Site is Unusably Slow When Logged in

From the research I've done in past topics regarding this - it seems to point to a webhost issue. I use Namecheap and they say that everything looks normal. I'm not sure what to investigate further?
My site is very quick when not logged in (like 80/100 on Google page speed... most optimizations have been taken).
When logged in, a page can take between 30 and 45 seconds to load and this includes entering edit mode, exiting edit mode, pushing any button whatsoever.
I've cleared all old page versions and have messed with cache - these little things don't seem to help at all.
Any suggestions?

Hi, thanks for responding. It is moving much faster now - which is both good, because I can get back to work, and annoying, because I wanted to debug based on your suggestions. It has been an intermittent issue for several weeks so it will probably happen again.
I am running PHP 5.6. Will updating cause any problems with add ons and whatnot?

I find HUGE delays when you login waiting for the dumb C5 news popup to come up. It usually makes me think my server is running super slow, when it is not.
Any way to turn that off?

Any errors?
Have you turned on Opcache? What version of PHP are you using? I find PHP7 helps speed it up.
