Slavic or non-western Languages

I have several demo sites, I upgraded some to 5.4.1.1 and I installed the others fresh from 5.4.1.1 and the installed ones act differently then the upgraded sites.

I was and still am able to use Russian text in ALL content areas of my site for sites that were upgraded (not fresh installs). Examplehttp://demo1.alloit.com

For ALL my fresh installs I cannot use non-western languages - the text shows up as garbage. Examples:http://demo4.alloit.com andhttp://demo5.alloit.com
Note: demo4 has the exact same theme as demo1 this is intentional so that no one can say it's the themes fault.

So, my question and dilemma is, why are the 2 instances of the same version CMS act differently (I understand that one was upgraded and the others were fresh installs - I expect the install to get to me to the same thing as an upgrade...)

One quick note, not all text on these sites is in Russian... on the bad sites the text showing up as ????????????? is the Russian... and the one you cannot read on the good site is the Russian.

This is definitely a BUG with the 5.4.1.x release, as I re-created my instances with the 5.4.0.5 release and I am able to use slavic (non-western) languages as the content..

Where do we report/log bugs?

I have the same problem with Hebrew.
Did you find the solution?

Through PHPmyAdmin I had to change the collation of the database to use utf8_general_ci.. reinstalling did not help.
