Stack versions don't work

I ran into another issue with 5.6.2.1.
My client is trying to go back to a previous version of a stack and it's not working. It's also a bit quirky how it's working, as you have to select the approve icon, close the window, refresh the page, and then you see a green approve button (seems redundant also).
But the stacks don't revert to the version approved.
Is this a bug?
