State/Province works on Profile, but not in Dashboard

This is about the 'State/Province' select menu in the address-type user attribute.
When editing a user at /profile/edit/, selecting a country autopopulates the state/province select menu just fine.
When editing a user in the Dashboard, selecting a country doesn't have the same effect and there's no states by default either. The one option, Select State/Province, doesn't get joined by any others.
Any ideas?

Sorry man, this was almost three years ago. I draw a complete blank when I try to remember my solution. Must have been something simple but it totally eludes me.
