The themes that come with C5 along with articles on creating themes use PHP include files for the header and footer.
C5 also has the ability to use the global scrapbook to include global blocks in 'page types'.
My question is is it better to use global blocks for header and footer areas or use include files?
Global blocks in 'page types' enable you to edit these blocks directly in C5 which seems to me a better way to implement a theme.

I would agree with you on that, being able to edit these blocks directly within C5 is far more flexible
yes and know.
When your project gets big like all sites this can be a pain.
Instead just use the elements files (header.php & footer.php) and add some stuff there.
When it comes down to it, you want to edit your site fast if you use these then you can just do a quick edit and bam your done in a minute and it saves some time comparing with the global blocks.
However it is personally preference as always.

The site I am creating will have around 10 pages and 3-4 templates. I'll start with using global blocks as I feel the ability to edit and update everything inside C5 is a real plus. If the decision turns out not to be the best option it won't be a lot of work to change it.

Good plan. In all honesty as long as you set up the blocks at the early stages in the "Page Types", then it really doesnt matter how big the sites get, the blocks already in place. Of course if at any point you need to change this, then you can always change it in the Page Types and then apply the same changes to the Child Pages with a click of a button :)
Yes agreed. The only small hassle is having to go into each page type, edit it and update the child pages.
What would be great is an option for scrapbook items where you could say 'update on all pages' with the ability to pick the pages as you can now. That would make it much easier and quicker to update the entire site when the scrapbook block changed.
