I am setting up a site with Concrete5 for the first time. I have made a blog administrator using the blog 1-8 package.

When I login as administrator, I can see the tool bar at the top of the page. When I login as blog administrator, I can't (although I can cut and paste the blog admin link into my browser and get to the blog tool).

How do I make the top tool bar visible to other user groups than admin? I have attached a screen shot showing both views:
