Unable to add pages

Hello,
For several of our sites, administrators are unable to add pages.
1. When they try to add a page in the Sitemap, they get the "unable to load sitemap data" error.
2. In edit mode, pages no longer have the Add Page button available.
Super admin can perform both actions.
I've cleared the site cache and browser cache.
We've made no system changes recently.

Have the administrators ever been able to perform these actions?
With what you are describing (add page button not showing), it seems that you may be using Advanced Permissions.

Basically that group will need to have the "Admin" box checked.
This may not be the problem, but I thought it would be a good place to start, from what you are describing.
