Unable to edit

I have a client running Vista/Win 7. They are able to sign in to the site, but, the editing menu is simply a grey area at the top of the form.

This occurs on both IE8 as well as the latest version of Mozilla.

I suspect it's a machine configuration issue -- IE9 was installed previously but then removed and ID8 reinstalled.

What issues should I look for on the client system?
