Unable to move or delete content block

In the last few days i have had the big problem of not being able to move or delete a text block. I can edit the text inside but when i move it or try to delete it and then publish, it returns back to where it originally was.
i've cleared cache more times than i can count, c5 is the most recent version.

Just guessing here, but does that page have to be approved? Mouse over edit and go to versions to see which on is active.
that's not the problem. if i preview or publish the edit, it reverts back to previous location.
Another guess, but did the page permissions change?
never touched permissions. have never had this problem.
i can't even change to another version of the page. when i approve older versions, it reverts back to the same one.
i found out just now that i can ADD blocks and content, but i just can't move or delete them! argh.
