Updating and some file uploads spit out "Concrete was not able to save the package after download."

I have an issue with a website. Long story short, our hosting provider updated PHP a while ago to allow for 755 chmod's to work rather than 777. One site that got affected badly had 777 chmod which i had to change bad to 755. Ever since my files won't upload sometimes, its very selective, I cannot install an update I may need since the dialog window for insert link is effed up. I've tried syncing my chmod permissions the same to working up and running sites but no luck. When trying to update to 5.4.2.2 it says "Concrete was not able to save the package after download.". I'm on 5.4.1.1 and i cannot seem to touch the tmp folder at all, it's 755 but the index.html is 644 which i assume has to be changed? The problem is that it wont let me. Please help! I've also cleared my cache multiple times.

doctypedesginer, what I would suggest is doing a manual update.
Backup your database.
Download concrete5.4.2.2. open that up in it you should see a folder called "concrete" upload that folder over the existing /concrete folder on your site.
then visit site.com/index.php/tools/required/upgrade
and thats it.
