Urgent! Sitewide settings different from site to site

Hi, I really need help with this.

I have a couple of sites where the attributes TAb and the email TAb are missing from the settings menu and the instead of 'Sitewide settings' it is now 'Settings' and two tabs are missing.

Is this an Advanced Permissions thing and how do I get those TABS back
