User can still add blocks to area

Hi, I have set permissions so that user cannot dd blocks to areas, I did it from the Block and stack permissions, from the area permission and page permissions, but still users can see the menu "add block" and add a block. I cleared cache, browser histroy and nothing happens. Is there anything I'm missing ?
