User can't view sitemap in 5.6.3.1

When a user attempts to view the Sitemap via Dashboard, the sitemap appears blank. Can anyone give step by step instructions on how to grant permission to see the entire sitemap? We have advanced permissions enabled. We've tried granting permission via "Task Permissions" however that did nothing.
