User Permisions not working for Super User

I have problems with Super User permissions
I have created a user 'Rosters' and added the Group 'Super User'. I have checked the box to allow Super User to edit the page. When I logon as 'Rosters' I click on the 'Edit this Page' icon and the page goes into edit mode. When I click on a block to edit it, it does not bring up the editor box. I can only edit if I assign the Group 'Administrator' to the 'Rosters' user or any user I create.
This has been like this since I started using version 6 through all the upgrades to version 8.45.
I have never bothered about this until others needed to edit their particular page.
I don't know what I am doing wrong. Can you help please.

I didn't explain myself very well before. I have attached images explaining the steps I did to allow the user 'Rosters' to edit their own page. I get to their page in edit mode but cannot edit the contents of any blocks on the page and also have to click the back arrow on the browser to get out of the page.

Take a look at the area code in your page template and see if there is something like this
$a->showControls = false
I am not sure where to find the page template and what file to look for.
I am using the Red 5.7 theme

I uninstalled the Community CKeditor and everything is working as it should now.

In case anyone else runs into this problem..
This site was originally a Concrete 5.7.x.x site which had the Community CKEditor addon installed.
When the site was upgraded to Version 8 the addon should have been uninstalled because version 8 ships with the CKEditor as standard.
Trying to use the Community CKEditor on a version 8 site was causing a java script conflict.

I would create a new user, new page and drag new block to isolate the problem. Or create a new c5 empty install.
I m not even sure the admin user is in Super admin group.

The super user is not necessarily assigned to any group...
You can create a group called 'super user' and add users to it but it does not make them 'super users'.
Having said that, when you assign permissions to a page make sure you allow the group to edit the contents of the page.
