user permissions

I'm working on a site that has a membership (user) database. I'm trying to set the treasurer to edit the user database, and have the officers view ( but not edit ). I've given the treasurer all user and task permissions short of emptying the trash.. Still no luck If I login as the treasurer I can not see the dashboard.. Any Ideas??

I'm using 5.63

Maybe check the permissions of those dashboard pages the user needs to view and be sure the settings are correct.
