User Time Zone/APP_TIMEZONE not having any effect?

I'm on a 5.5.0.2 install, I both tried setting user-based time zones, and I also tried adding the APP_TIMEZONE declaration, but when I add pages, it still defaults to the system time. What is the Time Zone actually supposed to do?
It would be super-duper useful if it over-rode our server's time zone, so we wouldn't have to set the entire system to one TZ or another
