User (with Admin priviledges) unable to see Add a Sub-Page button

I've created a new user called "Editor" and have added it to the Administrator group.
I want them to be able to add a new page.
They access the home page (C5 5.1.1) click on edit and only see Button "Edit this Page".
I tried giving the user specific access (Page Permissions) to the Page (HOME) with all permissions checked.
I'm lost here - help / direction appreciated.

I just figured it out. I did have advanced permissions set up but my issue has to do with Page Permissions for an Administrator.
I made an assumption that the users assigned to the group "Administrators" would get cascaded all permissions as an admin but it does not appear to be so.
My Solution
I had to explicitly grant rights to the Group Administrator.
1)Page Permissions - Set "Manualy" in "Page Types" or on an edited Page itself to the "Administrator" Group which I had to "add" and check all.
2) Sub Page Permissions - I granted Manually "Sub Page Permissions" To the added group "Administrators" as well - Checking ALL the page types that apply. (right-Sidebar, Left-Sidebar, Full Width etc.
Note: Entries for "Guest" and "Registered Users" already show up in the page permission (both Page and Sub Page permissions) list - but the group "Adminsitrators" does not.
*** I think this is the confusion that most people are having. ***
My recommendation woud be to explicitly include the Administrator group in all page permisssions with all things checked.
Note: I the past I have set up a specific group called "Editors" which I added to the page & sub Page permissions area. So when I do this I'm doing it with the knowledge of a specific group.
As I said above the confusion is that if I assign a user to the Adminsitrator group then I would expect to inherit all previldges of the admin and not have to add explicite Adminisstrator group privledges through out my C5 website.
