Users admin group permissions not working

I have a clients web site on C5.5.0.1 with advanced permissions enabled. I have one user with no access to various functions even though they are a member of admin. Other admin users are working ok.
I created a new user and added them to admin as a short term fix, but this is now the same as the first. I have again created a new user and added to admin group and is working OK.
Has anyone else had this problem or can offer any ideas.

I updated to 5.6.0.2 and lost permissions on the Administrator account. I'm also waiting to hear a solution
This post actually ended up helping us. The information at the end about an over-ride file is what worked.

Thanks, but I dont think that this will help me as the site was on built in 5.5.1 and has not been updated. The problem appears to have started when this admin user was changed to a group with lesser permissions and then changed back to admin.
