Users with assigned Administration Permission unable to activate new registered users

I've recently upgraded my site to 5.6.1.2. I have a user who is part o fht eadministrators group. He was able to "Activate" new registered users. Today (for the first time since the upgrade) he tried to activate a new user. All he gets is the "View Users" page with on "Tab" option to delete the user. When I go in to view the new user I see "Activate, Edit and Delete User".
I've gone into the Dashboard and access the full site map with the Option to show system pages - Scroll to Dashboard / Manage Users and view Users pages - permissions say edit "Administrators"
but this admin users dones not appear to get the permissions??
Any help direction would be apprecisted.

There is a permission under "System & Settings" > "Permissions & Access" > "User Permissions" called "Activate/Deactivate User". Does this permission include the "Administrators" Group? If so, try re-saving it anyway. Also, after that have the user log out and log back in again.
