UTF-8 or Unicode problems preventing corrrupt fonts on the front page

Below script may be shipped with C5 to convert entire database to UTF8. Since default is Swedish, new tables are created not in UTF8. So that reason, future contents sometimes gets corrupt and not legible.

If below script was run once during the installation, entire database will be set to UTF8 and no more font issue will be happen. Also runing it sometimes would also prevent the problem.

PHP file is attached and should be renamed as .php

I've tried this script on one of my websites and it worked. But now it don't work anymore. I get 408 request time-out problem. Now half of tables are turkish and the other half is swedish and some of them are general. how can i solve this problem?
