website functionality: viewers can only click tab once????

Pls help. My home page loads fine. On IE it says with error...But when the mouse hovers over any of the over pages, you only get one shot to click to go to a different page. If you don't click within two seconds, you can click on the tab 100 times and you will go nowhere. What could be causing this?
Background: I had video on the home. I removed it just to see if this was problem. No diff.
