Weird permissions issue with moving pages in the sitemap

I was wondering if anyone had come across this issue. When we try to move a page in the Dashboard > Sitemap, it gives us a permissions error. We recently upgraded to 5.6.0.2, so I'm not sure if that has anything to do with it. The user is assigned to the Administrators group, so should have this permission by default (I would think). We're using simple permissions, and I've gone through just about everything, but can't find anywhere to set the permissions for the Administrators group. The error is:
You do not have sufficient privileges to add this page or these pages to this destination.

It's fixed, but strangely. I went to "Site Access" under "Permissions & Access" in the dashboard. Under "Edit Access", Administrators was already checked. However, thinking perhaps that a setting had been blown out in the database, I re-saved the permissions on that page. And wala. I can move pages now. Not sure if this is a bug or what.
